I have been told recently that if you begin your day before 04:00 then it counts as night work and therefore your duty day should be no more than 10 hours.

Can anyone confirm this? or give me advice on how this area of regulation works?

This is sort of true it depends on the work agreement. If the work force has a collective have opted out on the agreement you can work more otherwise you can't not work more than 10 hours. You need to look at your contract and work force agreement.

If I drive to a location and then work then drive back is only my driving hours recorded no matter the type of work or the length of time of the work ??

Hi Moley, I believe that it is classed as nightime under the WTD.
I think that there is a cross over between drivers hours regulations and the working time directive(transport industry is one that cannot 'opt out' hence if you are a driver then the 10 hour rule does not apply)
 
Provided you stick to the drivers hours regulations-(EU or Domestic, depending on the permissable weight of the vehicle/vehicle combination)driving/breaks and rest periods all should be ok.

If i am right i think if you work before 5 or 6 it is classed as night work but don't hold me to that im sure for me it anytime before 6
